[@Spyros PETS] it is simple, the first two number of the plate (16) mean from each Wilaya (state), the middle number (120) defines the type of car and the date of its purchase (1"20" = 2020, "1"20 = Type 1 [4 door with windows]) and the the number in the left (013863) means the n'th car sold during the year in the state.

[@Just_Elias] There obviously had to be an explanation behind all those digits. Interesting to know about the registration system of other countries.
